CARLSBAD, California ? Hortencia Perez, 29, of Encinitas died Thursday night shortly after she was struck by a Toyota 4 Runner while exiting her car on the shoulder of Rancho Santa Fe Road near Calle Barcelona, according to a San Diego County Medical Examiner report.
